I think all the UK modders are just a bit shy, or asleep.
I wouldn't call myself a modder, but I've made some SSC P4 Mags, and upgraded some cheap 1AA lights from DX, but I've never taken apart a Fenix, let alone a very small Fenix ! From what I've read the problem is getting them open (without damage).
Good luck in finding someone to do this work.
