Electrician question 3 phase (Updated correction)!!

Ok,
I have a 3 phase rotary phase converter,it has a cap balancing bank

Not homebuilt,,I cannot find any info on the unit,,
it has four leads coming out of it..
Black,Red,Blue,and Green


I would assume L1 is Black L2 is Red and L3 is Blue?

And Green is ground,

Notice only have Black,Red and Blue legs no neutral

which is which?
well i can tell you this.white netrual,black L1.REDL2 .BLUE L3 .AND GREEN IS GROUND OR EARTH.HOPE THIS HELPS

doesn't Canada reverse the function of the black and white leads? or is that just in DC? not saying the unit is Canadian, (is it?) -- just wonderin'..
