Is Surefire Z48 tail cap water proof?

since its only click on and click off, i can't do the twist on twist off when its wet

I don't understand the second sentence... it's a lock-out tailcap, so twisting on/off should be possible.

As everything else by Surefire, it should be a mechanically sound design for 1 bar/10 m/30 ft of water, provided the O-rings are taken care off. It is not tested, though, so cannot be labeled with rating "water proof". Also, it cannot be tested by itself (d'oh, it's open on one end ;) ), so only a complete flashlight using it could even be rated at all...

to make the Z48 clicky a twist on and twist off

you have to first click it on, then twist to turn it off

Yes, the Z48/Z49/SW02 TailCap is designed to be capable of being tested and rated waterproof without modification.
You are correct that rotating components underwater should be avoided where possible. Using two o-rings can help improve the ability of the seal to withstand the TailCap being rotated underwater.
