I've got a dead 2 AA Cree light.

Can 3V be put directly to the LED to test it ? ( I really dont know what the curcuit board does in the light ).
Yes it is fine to put 3V directly to the LED, the normal driving voltage of the LED is around 3 1/2 volts so it won't be a problem to test the LED that way. Some lights are even direct-driven without a circuit using a 3.7V lithium or 3x 1.5V cells. 3 volts is enough to test if the LED is working or not though.
