Mini-Mag (2xAA) lumen output?

I played with a 2aa magled and its supposed to use a 3watt luxeon but its pretty weak. It was putting out about 1 watt.

Also, depending on batteries and if you're comparing the 2AA or 3AA, it's no where near the Fenix L2D. But that's because Maglite used old technology.

So help me to understand.... luxeon is an older, less efficient LED, correct? (With the better ones being Seoul, Cree, etc?)
Other than efficiency, why is the Fenix brighter?
One more, what does it mean to be a regulated power source?
