Cannot find appropriate forum, need advise!

I'm trying to figure out how they make these. http://glowfur.com/ They are fur coats that glow! I'm guessing fiber optics but I have little knowledge about lights in general. My dad is really good with this type of stuff, and I think if I can get a basic understanding of how these are made I can go to him for assistance. They charge $800 for the coat I want on that site, there is no way I would ever spend that. However, I would spend $200 on a class that would lead me to be able to make it. I was referred to this site that has classes on LED's ElWire and more. What do you think? All suggestions / advise would be greatly appreciated. There's lots of speculation on tribes.net, but I don't think there was ever a definitive answer on exactly how it worked.

Or even better the 9.95 bracelet on the http://glowfur.com/Catalog_Playawear.html page, the stuff is odd, for the price I would think it might be EL based, but saw no mention of batterys anywhere
