I just remember seeing it with captions stating "this is what it means to have BALLS" and such other jokes.
As for where it started, I guess it was just a picture someone took of a cat walking in front of a line of police dogs.

Like Fallingwater said I have seen it with many different captions attached to it. I recall seeing somewhere a while ago that this particular picture was taken at a Canadian police K-9 training center but I could be wrong.
