Are they optical flashlight lenses available that can capture spill light into a more focused beam or reduce the beam angle to something less than 3 degrees?

you mean colliminating(i can never spell that right...) optics?
the tightest i have seen for a luxeon is the 6 degree frean optics, i think a well designed fresnel lens may give you a fairly tight light in some applications.
i would think 3 degrees would be extremely difficult to achieve...
