3.7v RCR123's will only let the light function in turbo and strobe. 3.0v RCR123 will allow all modes.
With either type of RCR's, you will get the same brightness, but less runtime as compared to CR123 primaries.

To clarify, the low medium and high levels still function, except that "high" or "turbo" light is emitted from each of these levels. If that makes sense.
