Step-Up/Step-Down pcb

Hi guys,

I´m looking for a driver electronik for my cree XR-E based diving backp light. The LED should be driven with 1000mA regulated. The pcb should be smaller than 21mm diameter. Energy source are three Ni-MH AA accus (3 x 1,2V)
Different modes like 10% 30% and 100% would be nice but are no must have.

To make it easy I can take a step-up converter with 1000mA. But the problem is the accus is when full above the 1000mA drive current and after some time the step-up regulation start to keep up the 1000mA.

A better solution that would allow regulation from the first second is a step-Up/step-down regulator. But the most of these circuits are awful inefficent.
Since some time there are circuits availible that can do this with abount 90% efficency. Does anybody know a small pcb that can do the job? And if not what step-up converter is small enough and efficent as a second choice?
