I read somewhere that the Pelican 7060 is pushing 1.2A. Is this true, and who else is pushing over 1A? This inquiry does not include custom or modded lights.

If you stick a LiIon 3.7v in many lights not designed for it (a common practice on CPF) they go into direct drive which can be around 1300mA. No reported incidents so far but this isn't good for the LED or the batteries.

overdriving is relative to the ratio between two units: the spec current load across the LED versus the actual applied current.

my opinion would be any showerhead that uses 3AAA and a resistor.
a 5mm LED may be rated at 25ma as most is sometimes driven [initially] at 100-200ma...often 4 or more times the current in the designers mind.

now Luxeon/Seouls are a bit rigid [around 350 (lux) and 700 (ssc) ma in specifications and overdriving them doesn't do much good unless you prefer to be slightly blue/premature LED failure, that sort of thing.

I don't know how high CREEs can go but I'd say excess of 2 amps or less

Elektrolumens has been doing that as standard for many of his lights now using massive heatsinking.
Using a 18650 battery (DeCree, Firelion-1, Firelion-III).

My Little Friend 3xSSC-P4 is way overdriven with 4xAAA (4.8V). My brightest torch so far.
I have a chopped 1AA minimag with a DD SSC-P4 pill on its way. 14500 only; will not run on regular AAs.
