Opps, forget what was here before.
The MRV is brighter because the A9 is meant for 2 CR123 or 2 RCR123 use. 18650s won't let it runt at full output.

The A9 should actually be slightly brighter than the MRV with both lights on 18650. Probably not noticeable but that's how my A9 & MRV work. If it's such a noticeable difference something is wrong with your A9 or your 18650. Take the A9 apart and clean it.
