Yes it does. Its in the advanced mode. If I remember correctly, you have to press tap the switch button 3 times to go into it and either 2 or 3 times to get out of it. Must be quick momentary taps, not completely on/off cycles of the switch. Hope this helps

To the best of my knowledge, no it doesn't have a strobe.
The Jetbeam Mark IBS has one though. Jetbeams do have a pretty decent strobe compared to most other similar lights.
