Sorry if this is a stupid question, but my paypal account currently charges me for transactions. It is a premier account. If I want to have a second account, a personal one for cash transactions, do I have to use a second bank account??

P.S. it states this on the website:
PayPal allows members to have one Personal account and one Premier or Business account. However, each PayPal account must contain unique email addresses and financial information. You may upgrade your account at any time.
I suppose unique financial information means I would need a second bank account?
