I'm not familiar with an R30 bulb, but assuming it was intended for use with a 3.0V lithium primary cell, the answer is no.
Resting a Li-Ion cell has practically no effect on reducing the amount of "oomf" it's going to deliver. Unless you want to rest it for about a decade, then it MIGHT no the bulb.
Remember, under a load, a 3.0V CR123 actually runs around 2.5V, a 3.7V 17670 can deliver 4V or more fully charged into the same load that drags a CR123 to 2.5V.
