Check out this link http://www.zweibrueder.com/ENG/technologie/dynamicswitch.php?id=konst_dynamic it says that the P7 comes on 130% at first and then once the switch clicks the light goes on low and then High 100%. So here's my question, If the output is 167lumens then does that mean that when the light comes on turbo mode 217.1 lumens are output?

turbo - 167lm
high - 130lm
low - I don't know

I would understand the brightness levels just like sonic_blast from that link:
Turbo mode: "If the switch is pressed gently, the lamp performs with 130%.". So that should be 167lm*1.3= 217lumens.
Economy mode(167*0.15) 25lumens, and the Power mode(167*1.0)167lumens.
But remember that those numbers do vary in real life, and I'd guess that that variance is mostly downwards unless you put fresh lithium batteries in it.
