Do you know how many amps the driver is supplying....according to the chart in post #229 you need around 3.6 amps to each p7 to reach 900 lumens on each and thats with a fan cooling it.

Consider using a higher frequency for the PWM for lower levels. The PWM seems apparent in the video (dots running vertically).
