Does the Streamlight TLR-1 C4 LED Tactical Light (135 Lumen) fit on a Leapers UMTG Quad Rail? UMG Quad rail features four mil-spec Picatinny rails.

I read somewhere the Streamlight TLR lights require "Standard System Key" which I believe are THINNER than 1913 (MIL-STD-1913 "Picatinny"*

*Note: MIL-STD-1913 "Picatinny", 1913 key is wider than the standard key because the slots are nominally .206" wide. I heard standard key will work with a Picatinny rail but the light will move back and forth with recoil?

I would say yes. I got this info from a website.
