Odd problem with Regalight WT-1, need help !

I love my WT-1, but for some reason it will just barely work with 18650 cells. I tried several different ones, and it will just barely come on. I put the same 18650 battery in my TK11 and it was fine. I dropped two AW RCR's in the WT-1 and it is bright as ever. Does anyone know what is going on with the light?
