Shipping trouble from Hong Kong to Germany

I've had no problems getting shipments from HK here in Latvia.
On a related note, I was told by a customs expert that the EU duty free limit has been raised to 150 euro as of Jan. 1, 2009. Maybe some new German laws came into effect then too.
Got new information. Seems to be only in Germany. They confiscate your package as evidence and you get to be the witness. But due to the huge amount of packages they are so busy you cant even find anyone to complain. I guess i will be ordering cheap battery packs again in a week or so.
