Shorter than expected runtime?

I recently got a Fenix L2T V2 Q2. I was testing it yesterday and I found that after running it on low for maybe an hour (I didn't keep track, it was on and off), and high for maybe 20 to 30 minutes (again, on and off), I wasn't able to turn it on in high mode anymore today. The batteries were new Eneloops that I charged up a month ago and haven't used since.

I also did a different test using another pair of batteries, also new Eneloops that were charged last month. I turned it on in high mode for 10 minutes, let it cool off and then repeated the test. In total, I could do this 6 times before I couldn't get high mode anymore. So only about 1 hour of runtime, which seems a lot shorter than the 1 hour, 30 minutes that the runtime tests I've seen here on CPF suggested.

Is there something wrong with the light or is this expected?

Even accounting for the fact that the batteries were charged a month ago, that should only take off 10% of their capacity.

Don't you have to discharge Eneloops about 3 or 4 times to get full copacity?
