What is the tag to set a background that doesn't scroll with the content?

I think it is a very cool trick, it makes the content look as if it's floating above the wallpaper...

Also, how does one set up the links such that clicking on one will open the link in a new window? (without having to right-click)

To get a clickable link to spawn a new browser window, I always used

<a href="http://whatever.com" target="new">

target="_blank" works a little better, it's gauranteed to open a new window. target= anything else will try to load to the window with the name after the = sign and open a new one if there is no such window.
