That looks like an Osram Dragon of some sorts in a black package instead of the normal white base material.

Could be a Diamond Dragon without the integrated lens or a Platinum Dragon with a black package.

What's this turn signal used on?

Wow, hardly ever see automotive AM parts with a good design. Most are worried about fitting the biggest number of the cheapest LEDs, or having the biggest drop-in LED bulb

Well these are custom parts. Motorcycle or automobile, custom parts generally are more specialized than stock parts.
