In a word, no. There are SST-90 lights that run off of 1 IMR cell that put out almost 1000 lumens albeit with laughable runtime (Nailbender). The Jetbeam is a good choice for good combination of output/runtime, but it is by no means the boss hoss in terms of output.
Jetbeams are great lights though, the RRT0 looks promising.

1 Cell is a very large category. I have a 1000+ lumen mag running from a D Li-Ion cell. Likewise there are a few 18650 lights running SSC P7s, Cree MC-Es, or SST50/90s which will destroy the RRT-0.
What I think you may have meant is the brightest single CR123/ RCR123/ AA/ 14500 production light?
And even then it may not be definitively the brightest.
The lumapower D-mini vx claims about that much or more and with the head it probably throws farther.

Peak is making a single 123 Ranier right now that is supposed to be 400 lumens. They are also about to release a couple other single cell 123 lights that are 350 and 300 lumen. Using P7's.
