"Red Ring" Flashlight

Here is a flashlight that has a red ring around the top of the flashlight and when the flashlight is turned on the red ring lights up.

If light is escaping out of the red ring does it lessen the amount of light going out the front?

no, it's an aspheric, and it is using light that would otherwise be simply wasted inside the bezel. aspherics are not very optically efficient because so much light is normally wasted inside the bezel.
