today I got my new Quark 123x2 turbo, but when I inspected it more closely the centering mechanism looked strange...

Can others confirm that the plastic of the centering mechanism looks broken?

Also my quark 123x2 regular neutral gets stuck in the max-mode sometimes. even if i loosen the head, it will continue with max or sometimes strobe. I can not reproduce it, but sometimes it happens.

I just looked at my Quark 123x2 turbo, and it doesn't have a broken look to it like yours does.

Yes, it is broken in your pic. It looks like the LED rotated inside the centering mech during assembly, the corners of the board cut into the "ears" of the centering mech, and it sheared the ears off.

If it's any consolation, the LED looks centered! :ohgeez:

I would have it replaced.

Agreed that isn't right. The black tabs should be holding the flat edges of the LED, not the corners like that. I'd have the head replaced if I were you. I'm sure 4Sevens will be glad to do that for you.
