Jetbeam RRT-1 LED loose normal?

I recently obatained an RRT-1 in a trade. This is the second one I have had, and as I recall it wasn't this ringy with my first RRT-1. So I took the reflector out and noticed the LED emmiter board is not glued down. I don't see any adhesive squeezed out at the edges. The board is completely loose and will move around. There is a white ring around the LED. Is that supposed to hold it down when the reflector is in place? Are the boards not glued down with thermal adhesive on the RRT-1? Is that to allow the LED to float, and center into the reflector? I've never seen a board that wasn't glued to the pill/sink.
