Just tell me what you would by, if you've got 100$, and want something with 200 or more OTF-lumens.

For a relatively small light, I would highly recommend an EagleTac P20A2 XP-G R5 with the OP reflector.
It uses AA batteries, which are available everywhere and it puts out an incredible amount of light. This is a very simple purchase and you don't need to buy expensive CR123 batteries, nor do you need a battery charger.

Best light I own that cost under 100 is the Fenix TK11. It has 285 lumens, probably 230 lumens OTF.
Though if I could try out the Olight M21 with the 500 lumens before paying, I'd definately go that root.

Aren't Fenix lumen-ratings always automatically serious OTF-lumen-ratings?

Fenix is notorious for stating emitter lumens and not out the front. Most folks say reduce the fenix number by 15 to 20% to get a reasonable OTF number.

I agree. This is a topic that will probably be argued for quite some time though, with some claiming fenix uses OTF ratings.
Do you have a size preference? Or throw preference? Battery preference?
These are all important factors, otherwise you will get a shotgun of responses like you have gotten which is basically useless.
You are going to have to think a little harder and give more information if you want any useful advice.

Solarforce L2 + 18650 lego extension
Both modules will work great with a single 18650, and are flexible enough to be used with 2x cells for added run time. The M60 has flatter regulation at 8.4V.
