Mexico confiscating 123 batteries?

I am planning a trip to Mexico and am wondering if anybody has recent experience with customs. I want to take 123 batteries but really don't look forward to my lights or batteries getting taken by "security".

This will be a commercial air trip from the U.S. going to a tourist city.

Don't put them in your carry-on luggage and possibly keep them in their original packaging.

Mexico apparently made all batteries outside of the devices (lights, cameras, etc.) illegal to take on board aircraft departing from a mexican airport.

Sounds more like an excuse given to dumb tourists, so the crooked authorities can steal them.
