Don't know if the link will work for you:
http://www.afssa.fr/PMEC00H7I0.htm

Press kit (english):
http://www.afssa.fr/Documents/PRES2010CPA14EN.pdf

Complete report (french):
http://www.afssa.fr/cgi-bin/countdocs.cgi?Documents/AP2008sa0408.pdf

EDIT:
I opened the thread here instead in the /Fixed Lighting/ subforumhere because i didn't find a general forum about LED, and because, as it is mentioned at the end of the "press kit", flashlights and headlamps are also concerned by this study/report.

New laws have been voted in France recently to condamn the use of lasers above class 2. It seems that small amount of LED light could be harmfull, so i'm afraid that flashlights, because of their powerfull collimated hotspot could be the next target for new laws in the future.

If it happens, i hope that only cool white flashlights will be concerned.

A little accompanying information is useful when creating a new thread to just feature a weblink - I had to check out the link to verify that this probably is a best fit for the /Fixed Lighting/ subforum.

Please feel free to open a thread for this item in that subforum along with your thoughts and/or interpretations on it perhaps?

Edit: Per communication from the OP, I'll reopen this thread so that the OP can initiate a discussion as to how this relates to LED flashlights.
