Seeking LED and Circuitry Help

Hi there, I'm a student studying design and am currently working on a project that requires knowledge of constructing circuitboards and programming LED's. I need to build a circuitboard that can automate colour LED's. As I don't possess the knowledge to do this I was hoping that somebody who does could be generous enough to direct me. I would appreciate it if we could discuss in detail my situation and come to a working solution that i can create. Any assistance is greatly appreciated.
