Safety of flashlights based on single Li cell

Hello, I have searched a lot on this issue in the forum but I'm still confused and since it's a matter of safety, sorry if it has been asked a lot, but I prefer the opinion of expert users.

I understand that using flashlights with multiple Li cells is dangerous. What about a single cell, CR123A, or 14500 replacing single AA?

I am interested in ITP S series, I like this brand for the feature/quality/price ratio. So the question is related to the use of SA1 with 14500 or SC1 with a CR123A or RCR123A. Which setup would be safer? What brands of batteries and chargers are safe? I wish Sanyo or Maha made these products but it seems not the case. Is there any US or Japanese brand?

I guess using an ITP SC1 with a Duracell ultra CR123A is 100% safe? If it is not I wonder why these products are sold freely on the market and not banned as dangerous.
