Need a light for firefighting / rescue ops

My brother is FDNY, and is also part of some rescue team for FEMA. They get deployed for various natural disasters when there is major destruction to civilian areas.



He needs a flashlight that can break a car window, as well as a window for a commercial building. It needs to be powerful, and able to run for long hours when necessary. The toughest kicker, the FEMA requirement is it HAS to run on AA's.



Right now I've got several lights at the top of my list:



Eagletac P20A2 MKII

Klarus ST20

Lumapower Vantage

Olight T25-T

Romisen RV-235 II

Sunwayman M20A



Almost all of these use the XP-G, decent build quality, a peak of over 200 lumens, and low light mode for efficiency. But they don't really have the tactical build quality or flexibility of the CR123/18650 lights.



What I would really like to know is if I could get a 18650 light, but also buy an AA attachment with it so I could swap it out. That way he could have a more capable flashlight for his job, while sticking with the AA's.



For example, Quark sells AA bodies. Could I take one of those bodies attach it to a Fenix TK15? If not what would be the best AA light for this application?
