Sunwayman V10R have a Li-ion rechargeable battery protection circuit?

I am curious about others view of LiIons in the V10R (particularly the Ti). I just got mine and the draw is only about 850mA from a CR123 primary but when I put in a RCR123 it was pulling 1.45A at the tail.
