Looks like they may be semi programmable from the description on the Manufacturers thread on this site. If I read it correctly the UI is a click on/off and then a twist of head for hi/low. When on low you can cycle through several lumen outputs with slightly depressing the clicky. Then, the flashlight remembers that setting.
Based on that information Im guessing that one could program the flashlight for a lower setting so the light would twist tight for high and twist low for the desired programmed lower setting.
