ITP C7 / C9 Compatibility?

I recently acquired an ITP C7T Q5 (1 AA, tactical forward clicky) and an ITP C9R Q5 (1 CR123A, reverse clicky, three modes). They're both rated at 190 lumens on high, and I found that I get around 120 on the CR123 body and about 100 on the AA body, whichever head I'm using.
Anyway, both advertise as being compatible with the other; just swap the heads. Well, the C7's head works just fine on both lights. However, the C9's doesn't. On its own body, it's fine.
But when I try to put the C9 head on the C7 body (I wanted a forward clicky with three modes)...
It will screw on part way (the threads aren't as deep as the C7's) and when I click the light on, it will start its ramp cycle and then stop. The head simply doesn't screw far enough to the body. The modes are still there, but the light ramps down to low (or to high if I just unscrewed / screwed it back on) and won't adjust.
Does anybody else's do this?
