Soft Start Trouble?

I bought a Mag 623 a few months ago and for various reasons I'm just now playing with it. It has a soft start switch. I loaded it up with 5 LiFePO's and "click" nothing happened. I tried a few more times, I noticed that my forearm felt like it was getting shocked where it touched the tail cap (it's bare aluminum)....I touched my tongue to it (dumb) and yea I definitely completed a circuit.

So whats going on? Any ideas -

There is a slight delay in coming on so don't click away and
think it's not working. Discovered this while swearing.

Could be the ground screw, or maybe the bulb is blown? If memory serves, I'm pretty sure the osram 64623 bulb is a 12V bulb.

I checked the ground screw, no problem there. Bulb is good(was - I broke the glass at the base). I tried every type of clicking - medieval to freestyle - no joy

Yes it's a 12v - using LuxLuthor's destructive testing I figured 5 x 3.2 = 16 volts (LiFePO batteries) minus the resistance would give me a bit of overdrive with the capacity of an additional cell. I know the initial voltages are higher.

I guess I'll have to get another soft start switch, it's the only variable left -
