The best for fog would be one that has no flood to reflect back to you. A recoil style light would be the best for seeing in for or even a light that uses aspherical optics.
Incandescents cut through foggy like conditions very well. A turboheaded surefire incan or something like a magcharger will really cut through fog like a hot knife through butter.
