"emitter output" is usually the amount of lumens output that the emitter produces measured at the emitter.

and generally, the lumens are lost as the light travels out of the bezel of the flashlight. roughly about 20%.
so another term you might come across is "OTF" lumens. which is the amount of lumens coming "out the front".

dont quote me cause im not 100% sure. but its someting like that.

That can be a deep subject but for the most part Skyfire is right on the money. The OTF rating is generally 70% of the emitter rating. Things get hairy when you get into surface brightness and the deeper aspects of emitter output. To keep it simple, lux, candle power and lumens are the more common terms used when measuring emitter output.
