Do Luxeons emit any light in the Infrared region?

Has anyone tested the above? Also if the Luxeon is driven at spec, say for a 1watter, versus a 2x overdrive at 700mA?

Not by design anyway. You may get some as 'glow' from the phosphors on the white, and some more is radiated from the junction as a result of I^2 R heating at the junction, but that will be black body radiation.

So unless Luxeon of offer an IR version of the Star, there isn't going to be much IR from a Luxeon Star

The output of a LED is normally close to monochromatic. It is determined by the differences in the electron energies between the base material and the dopant, you change the color of the LED by tweaking the dopants, wihch tweaks the energy of the photons emitted..
