Why is it when someone sends me money directly from their paypal account to mine that paypal skims some of it? I realize they do this when someone pays me via credit card, but why do they get a cut when it's a paypal to paypal transaction? /ubbthreads/images/graemlins/confused.gif

That's how they make money, as a privately owned business that's providing a valuable service to the customers who choose to use it. And that's a good thing!

PayPal is completely free for me. If you have an account that accepts credit card payments, then PayPal takes a cut on all funds received, both cash and credit card payments. At least, that is how I understand it to be.

Grandpa is right.
Only the personal account is fee-free but the personal account can not accept credit cards.
If you want to switch back to a personal account PayPal will allow you to downgrade one time only.
There used to be a link there that performed this automatically but now I think you need to e-mail the request to PayPal's customer service.
