Waterproofing (shrinkwrapping) 18650 batteries

Hi folks,
Can someone tell me if its safe to shrinkwrap 2 18650 batteries in parallel to make them water resistant? They're for a caving light, and would be enclosed in a battery holder, but I'd like to have the battery pack waterproofed inside the battery holder which would also be waterproofed (but this could fail on the latter). I'm worried that the batteries need somewhere to off-gas and shrink wrapping them would disallow this.

I dont think that you will protect from water just with shrinkwrap the batteries, I will recomend you something like this;

Sorry, I may not have been clear - the batteries will be inside a battery box, but I'm not sure how much I trust the box that I have so I'd like to shrinkwrap the cells also just in case some water managed to seep in.
Another option would be to seal the cells with something like sugru (http://sugru.com), but again I'm under the impression that cells shouldn't be sealed like that because they may release gas occasionally.
