What is the output with 9x1.2v eneloop = 10.8v?
will they have a longer life at 10.8v?
what about 12*1.2v = 14.4v. Different bulb? Which one?
Obviously, output will be less with 9AA but longer bulb life.
Best set up with AAs is 10AA but will flash on 12AA
Please note that this bulb needs about 5.5 Amps of current which is maximum for Eneloops.
For any other higher current setup, you will need to use high current AA cells or different chemistry.
For 12 Eneloops, brightest bulb I experienced is Osram 64611
To use 100 watt Osram 64623, 12 high current AAs will work but 13AA (if you can accommodate) is even brighter.
Please note that all above statements are based on direct drive and average system resistance.

Would I want to let the cells rest after charging? And would 12.8V have a VERY adverse effect on longevity? The cells are A123 Systems 26650s. So voltage sag will be minimal at 5.5A.
I don't recommend more than 11.5 volts to bulb pins.
You may have 12 or 12.8 volts at battery terminal under load but 11 volts at bulb terminals which is OK but anything more than 11.5 volts may (or may not) flash the bulb.
Again, this bulb designed for maximum of 11.5 volt and can't handle much overdrive.
Let's take it this way: At 11.5 volts it's already overdriven to maximum voltage that it can handle.

According to this test, you can see that there is not much room for over-overdriving. Maybe few tenths of volt with very slow ramp up voltage to bulb pins.

No. It's not required but won't hurt to use.

That 10.8v setting is acceptable for the FM1909 bulb, correct? I don't want to risk flashing the bulb is why I ask.

FM1909 will be slightly underdriven but will be bright enough.
My main concern is high drain from your Li-Cobalt 17670 cells.

I might be able to help with this one (thanks again, DIWdiver for jostling my memory and making me go actually read Jimmy's thread again). Someone correct me if I'm wrong.

With the regulator, the bulb will see full pack voltage (minus resistance losses) averaged down to a "lower voltage" using PWM. Since Vbat delivered to the bulb will be higher than spec, losses are pretty much factored out of the equation. Therefore, set your Vbulb to whatever you want using LuxLuthor's 1909 chart provided by FM above. You might be able to get away pretty well with a little extra overdrive, especially if you're using the "slow start" option on the regulator.

Hmmm, I do love my Mag 3D with 3 x 32650 cells, AW soft start driver, FM Bi-focal reflector, UCL lens and FM-1909 bulb - such a nice flashlight with really nice output.
I suppose I should get some spare batteries while I can.
So it is $68 for 4 bulbs + $4 for overseas shipping = US$72
