I dunno about that site. Some might consider what the site is promoting akin to conspiracy theorist.

Geoengineering, would require far more resources to affect climate than the site thinks. Any single nation attempting to control the climate would be quickly found out. One issue is that trying to control the weather so that is either has an adverse effect on an unfriendly nations or benefits for a friendly nation is no easy task. Weather and the elements that drive weather require a complete understanding of how all those elements interact. No one has truly achieved that level of knowledge.

Climate change, global warming, and any conspiracy theory of such a nature, is better conducted in a less restrictive atmosphere.
