is this possible to do with LEDs?

If you are recycling that light fixture, put the LED where the original light bulb filament was, and point it upwards for best efficiency and retaining a cutoff.

Like bshanahan said, face it upwards also put a small blocker in front of it to eliminate side light that is not reflected
With LEDs you could use 2 leds 1 upfacing and one down, turn one off and its a solid state switch with no flapper
