The Armytek Wizard has a pretty wide hotspot (90 or 120 degrees, if I remember correctly), which may qualify it as a mule for your purposes. The Peak Logan offers a mule head, but isn't an 18650 format. Hopefully others will have some more helpful suggestions!

But it's a great light. Incredibly powerful for its size. (Triple XPG2, available up to 6 amps). If you want lots of flood just make sure to select one of the frosted TIR optics.
