I need to send light with a 10440 in it Via usps can it be done priority? Is there a fee for having it? Do they make you show them? Do I have to unwrap the package? I've read something must be installed so it doesn't come on? What else is needed?

If it's installed you're good to go. I've shipped many lithiums through USPS without an issue.
Do you tell them?

They ask if you're shipping them, yes. I simply tell them they're installed. It's not as big of a deal as you seem to be making it. They won't even raise an eyebrow for just one battery.

I think it's pretty much the same as rules for traveling with them as long as the are installed in a "receptacle" that uses them them they don't care.
