Help: Four XML2 or two MT-G2 or ? for new lights

Hi everyone, I'm building a few new lights from scratch, and looking to upgrade some older lights I've built with 1 XML, to much brighter (2-3K lumens) lights. I'm just looking for advice from the knowledgeable folks here about what is the brightest LED/Driver combination for about an hour of run time using four 18650 batteries(2.9mAh each). This will be for a dive light, no reflectors. After a little research, I was considering either four XML2 driven at 3A, or 2 MT-G2's at 2.4A. Any advice would be great, or suggestions as to other brighter LED/Driver combinations to use with four 18650 batteries. Looking for low cost, and small size if possible.
