Maha/PowerEx chargers would be ideal for analyzing/break-in and recharging. The Eneloop charger from Panasonic is great for simple charging. The second one you linked appears to be a LaCrosse charger which is a good charger (not sure about that particular page, whether it's a genuine LaCrosse charger), although you'll have to take the batteries out when charging is completed to avoid overcharging.

The Maha chargers won't do 9v for you. There are chargers that will do everything, but you may want to just get a separate 9v charger. Energizer makes a couple of different chargers that will do 9v, supposedly "smart" chargers. But because 9v batteries are really 7 AAAA cells wired in series, you can't really do a proper (individual cell) charging. But it can be close enough for practical purposes. Just don't run your 9v rechargeables completely empty, or you might risk damaging one of the individual cells.
