you'd be surprised how much gallons of water are pirated out of fire hydrants annually also.

What is weird about it? It doesn't take a rocket scientist to turn on the electricity to a house that's had the electricity shut off, and if your house doesn't have a "smart meter" that automatically reports electricity usage to the electric company, they'll never know until they come around to check if the electric box has been tampered with.
